Deploy models using the CLI

Feature Request: I want to be able to deploy a model from my CLI.

• I should get an option to choose if this is a new deployment, or re-publishing a new version of an existing model.
• I should only need to state the local image name and tag and the image should push to the remote repo, with the tag.
• Prompts for relevant inputs
• Save a local config of the deployment for future

@yawjalik Let's see if we can make this work.

Initial version with the right set of API calls to make the feature work will be sufficient before we focus on the interface. Once we have a POC on that, this issue can be closed with finalised interface and user flow!
