deft-roadmap-refresh skill: add rule to confirm analysis comment posting to user

Problem

During the 2026-04-03 roadmap refresh, the analysis comments were being posted to GitHub issues as required by the skill, but this action was not always explicitly reported to the user. The user had to ask whether comments were being posted.

Fix

Update skills/deft-roadmap-refresh/SKILL.md Phase 2 Step 4 (Apply) to add a MUST rule:

• ! After posting the analysis comment on the GitHub issue, confirm to the user that the comment was posted (include the issue number and link)

This ensures transparency — the user always knows when their GitHub issues are being commented on.

Acceptance Criteria

• SKILL.md Step 4 contains a ! rule requiring confirmation to the user after posting analysis comments
• Rule is positioned after the existing '! Post the analysis as a comment on the GitHub issue' line
