Support `round()` and `signif()`

• Wait for response to Can vec_math() implement round() and signif()? r-lib/vctrs#1389.
• Implement using format() method.
• Handle digits argument (e.g. named vs unnamed).
• Handle negative digits argument (round to powers of 10) - requires changes to C++ code.
