Add perfectionist plugin

I see we tend to force the order for certain things. What do you think about adding perfectionist.dev plugin?

If we agree I'd vote for recommended-natural way of sorting instead of plain alphabetical.

@ezhlobo Have you used it? I considered that plugin some time ago but decided to not add it because haven't found it very useful. For sorting imports, it didn't work well enough and eslint-plugin-simple-import-sort worked better. For sorting jsx props, there is a built-in rule for that in the official react eslint plugin. Sorting other things in the code will create a similar issue with sorting scripts in package.json. Another issue is that it quite interferes with coding because it creates a lot of warnings during the coding (though that part can be configured in the editor).

In overall, I like the idea of the plugin but I would like to discuss first what parts we actually want to sort rather than sorting everything by default.

Also, as I remember, it hits performance quite a lot but I might be mistaken. And ESLint is quite slow at doing auto-fixing which is quite annoying (that's not related to perfectionist.dev but it will be more noticeable with that plugin).
