[BUG] unable to change budget policy for serverless cluster

Describe the bug

In Databricks notebook I can choose serverless budget policy when using serverless cluster (directly in Databricks workspace). This option is not available in the VSCode extension.

Additional context

In enterprise environment budget policy is used to track costs. A user can have privileges to use different budget policies. Therefore, there should be a way to change budget policy also in VSCode extension.
