DIP11 (identities) key purposes don't match implementation

dashpay/platform#317 implements a "withdraw" public key purpose that isn't included in the DIP. It also uses a number (3) that was designated for a different purpose in https://github.com/dashpay/dips/blob/master/dip-0011.md#identity-public-key.
