v5.1.4: Fix islock attribute

Dashcore update v0.14 brings llmq-based InstantSend once spork 20 is active. This means that the old automatic IS which relied on simple transactions (inputs < 5) won't apply any more and ALL transactions will benefit from automatic InstantSend. This release adapts the logic for flagging a transaction with the attribute .txlock correctly.
