RFC 000: InQL language specification

Summary

Track RFC 000, the foundational language specification for InQL v0.1. This RFC defines InQL's semantic model, naming and resolution rules, schema shapes, compilation model, and layer boundaries.

Motivation

InQL needs a single foundational specification so query surfaces, schema-shape rules, and execution boundaries do not drift. RFC 000 establishes the contracts that all companion RFCs build on.
