...plus a website page where people can read it. Maybe we could borrow or adapt the !!Con CoC, or one of the CoCs it's forked/adapted from? Maybe there are zinefest-y specifics in the CoCs for other zinefests?

This is v important, thanks for bringing this up!

I do like the idea of adapting whatever !!con west uses, especially since we are sharing a space. The !!con coc looks good! In a vacuum, I default to the berlin coc.
