Should some region admins be able to reject visit reports?

Region admins are not allowed to reject visit reports, this is a rule from before implementation of 72 hour orgs where staff can be regionAdmin users but also work with direct visits, unlike non-72 hour routing org region admins.

Adding this issue for consideration and discussion of whether we should rethink this.

NOT a read only within the region AND (either an org admin or superadmin) AND NOT region admin
