Publish NuGet packages to GitHub's NuGet feed

Publish NuGet packages from successful CI builds to GitHub's NuGet feed.  Presently I'm uploading the packages as artifacts from the build, but I think posting them to GitHub's feed might be superior.

I should look more closely into this, because I have never done it before.
