The limited horizontal space present within the Primary Navigation lacks any way to have sub-menus for expanded nav options.

Explorations here should seek options that utilize both Accessibility and Usability. The use of dropdowns, or other toggle-able menus would need to meet a high standard, and also be adequately responsive without disrupting the Global Header component.
Alternatives
Have more simple menus, build out better sub-page menus instead.
