Packages do not include the Group resource

Describe the bug
Measure packages produced by the _refresh script do not include Group resources

To Reproduce
Steps to reproduce the behavior:

1. Run _refresh in the ecqm-content-qicore-2025 repository
2. Note that the resulting bundles do not include the Group resources, even though they are present in the test case folders

Note that this behavior should be done per a specification of Group capabilities within the Quality Measure IG (https://jira.hl7.org/browse/FHIR-51381)
