Ratio Measures allow for specifying a numerator and denominator intiial population:
All entities to be evaluated by a measure which may but are not required to share a common set of specified characteristics within a named measurement set to which the measure belongs. Ratio measures are allowed to have two Initial Populations, one for Numerator and one for Denominator. In most cases, there is only 1 Initial Population
