LWG4563. Missing "round to nearest, ties away from zero" mode

LWG would like LEWG to review this issue, which proposes to add a new enumerator to std::float_round_style.

At the very least the name needs design review (some concern was expressed about "from zero" not being clear that it means "ties round away from zero"). SG6 might also want a chance to express an opinion.
