“Collection Followed” notification missing collection info (on local dev)

In local development, when a user follows a collection, the generated notification item does not include the collection that was followed.

Steps to Reproduce

1. Run the app locally.
2. Follow a collection from another account.
3. Check the notification generated for the collection owner.

Expected Behaviour
The notification should include the collection that was followed.

Actual Behavior
The notification item is created but the collection information is missing.
