Subject: [PATCH] testing: add basic boilter plate for testing operator

This commit adds only auto generated (minimum) files of scorecard
testing for the OLM workflow. In the future, we will have to
add proper tests to validate the operator. Example run:

operator-sdk scorecard docker.io/fmuyassarov/nri-plugins-operator-bundle:v0.0.1
