Utilities currently allow import and export of non-well-formed URIs that will fail in validation by riot e.g.
"Non well-formed subject [https://exampleorg.ca/IndicatorReport/valueof`unitsfinanced2025] has been skipped."
(failed because of apostrophe).
desired behaviour: import is allowed with a warning about invalid URI, citing nodetype. Export should be prevented unless URI is corrected.
No action until more general URI pattern/policy is settled.
