Consolidate ddf-jsonrpc email impl modules and remove legacy Nexus dependency

Replace versioned email impl modules (2.19, 2.25) with a single impl targeting current DDF (2.29.x). This will allow removing the legacy artifacts.codice.org Nexus fallback repo.
