Add API alarm conditions for trigger

Should add two new alarm conditions:
 
  * Trigger inactive for x minutes (probably 30 or 60)
  * Trigger buffer exceeds y GB (probably one or a few hundred in any eb machine)

This would add a second layer of redundancy to trigger alarms in case the trigger hangs but does not produce an alarm
