fix!(strategy): include sell jokers in the pack state TOOL

This is a BREAKING CHANGE because it impact the ability of LLMs to make use of the sell jokers tool in the pack state. Previously runs for balatrobench.com does not have this tool available so I deffer this change to version 2.0
