NGOs can opt to deactivate their form

In case an NGO wishes to stop accepting forms at any date before the deadline (May 26th), it can choose to deactivate the form in the Date formular section of their profile. Currently, it is possible to unlist causes, but not the general form of the organization.

In case the organization opts to deactivate their form before the deadline, a message mentioning that (Formular dezactivat înainte de termen -> TBD on the exact phrasing) will be displayed also on the public profile of the organization.

We initially hid the option on the main cause page because the logic was to always display the NGO's form.

I can unhide the field and remove the defaults with the following mentions:

• I'll remove the default for main causes (initially set to public)
• adding an extra comment for the users to better understand what this option means
