New GitHub protocol broke all scans. Code which passed now gives `Error: Code Scanning could not process the submitted SARIF file: A delivery cannot contain multiple runs with the same category. Please upload a single run per category.`.

Based on other comments here, I ended up writing a script to give each output a unique id before uploading the sarif file. It's an extra step but it keeps GitHub happy
