Support for updating cloud-config and cpi config would be great

Upload cloud-config and cpi-config to the director sourced by the resource. With vars, vars-files, etc support.

The resource has definitely been focused deployments up to this point, but I see the user value in being able to accomplish these tasks without having to write your own concourse automation. Let me mull this over a bit and would love to see if other people are interested in this behavior as well.

Indeed it could be great to include this support in the resource, we currently use dedicated tasks to perform this job. We'd be glad to use this feature.

There's bosh-config-resource for that. I've forked it and will raise PRs soon to allow use of source_file, ops_files and vars.

@rkoster I don't think I'm allowed to write code any more, but I could ask more competent members of the team to do so. Would it be of value to someone if we did? Has someone else recently experienced the same need, or are you simply tidying up old issues?
