Allow "incomplete" date information

Many resources on the councils resources page have only a year as their date. Can we implement a way to date something with only a year?

Notes

• My current workaround is setting the date as January 1 of the relevant year -- fine if this is the long term solution

Acceptance Criteria

• Change data model behavoir or create custom template to only show the year
