[CI] Retire macOS 13 build_wheels workflow

Since the macOS 13 runners have been retired current workflows for building python wheels on those runners fail see actions/runner-images#13046

@clflushopt best i think the simplest solution here is just replacing macos-13 with macos-15-intel
heres the PR for datafusion-python apache/datafusion-python#1259

Looks like all the outstanding PRs to bump library versions are all failing CI due to this
