Improve navigation design

The existing top-bar navigation has a number of issues.

• It doesn't clearly indicate that the classes are grouped into modules.
• If we need to add more items to it (horizontally) they will not fit.
  • We need to add more items to it (ref SuccessMessageMixin is missing #121).
• It doesn't wrap nicely on smaller screens.
