Support for Updated CKB System Scripts

This issue writing to bring your attention to two recent pull requests in the ckb-system-scripts repository: PR nervosnetwork/ckb-system-scripts#98 and PR nervosnetwork/ckb-system-scripts#99. These PRs have addressed functional defect that caused transaction validation failures.

Following these fixes, the updated versions of the system scripts have been deployed on both the testnet and mainnet, I kindly request that the ccc project adds support for these new versions.

Additionally, I would like to suggest that ccc recommends users to adopt the new versions of the system scripts. It is crucial to inform users about the defects present in the older versions to ensure they are aware of the potential risks and can take appropriate action.

CCC's support for multi-sig script should be done in two steps:

• Add multisig script info into the Client's known scripts list.
• • The genesis block multisig script.
• • The updated multisig script mentioned in this issue.
• Add a SignerCkbMultisig wrapped all multi-sig script versions, allowing devs to use it without worrying about its underlying implementation.
