"Prepare a Reconquest War" decision for Iberia can't be completed

The "Reconquista" casus belli are not compatible with the "Prepare a Reconquest War" decision, so the timer still running even after you declared war, and when it run out you lost all the troops you got from decisions, even if the war still going.
