Audio files with specific characters in the filename/path cannot be loaded

I have received feedback from some users that audio files with filename/path containing certain Chinese/Korean characters cannot be loaded. However, I cannot reproduce the problem on all my OS/DAWs. If there are any users who are experiencing the same problem, I'd appreciate it if you could provide some more detailed information here, such as:
