Add Windows Server 2025 and Remove Windows Server 2019 From Suite of Build Testing

Is Your Feature Request Related To A Problem? Please describe.

I would like to see the Windows Server OS requirements changed to 2022 at minimum and 2025 at maximum.

Describe The Solution. Why is it needed?

This would reduce the need to support and test only two operating systems.

Additional Context

Most folks doing an implementation show up with a Windows Server 2025 VM.

@steviecoaster How do you feel about us specifically supporting 2022 and 2025 (and knocking 2019 off the list), now that 2025 has had some time to be adopted by users?

After discussion with the team, we've agreed that we'll bring 2025 in and remove 2019 from testing.
