Take chip public

It would be nice to make this project public. It is technically public, but we haven't mentioned it or talked about it anywhere.

We should:

• put together a proper website for it with nicer documentation, examples, and demos
• publish chip to bowser, npm, and other publishing mechanisms
• establish a way for others to contribute easily
