View option "regions" does not work

While it's [possible](https://github.com/chaplinjs/chaplin/blob/master/src%2Fchaplin%2Fviews%2Fview.coffee#L119) to pass  regions config to view from outside, such config won't be used at all. Because regions to register are taken [only from prototypes chain](https://github.com/chaplinjs/chaplin/blob/master/src%2Fchaplin%2Fviews%2Flayout.coffee#L172), but not from instance.
