In general case, user does not need to define BluetoothCharacteristic.fromProto(...) in Flutter Blue Plus Windows.

The issue is that BluetoothCharacteristicWindows.propertiesBLE is not the same as BluetoothCharacteristic.properties.
Using the super class BluetoothCharacteristic.properties property does not expose the logic from BluetoothCharacteristicWindows.propertiesBLE, so e.g. if a BluetoothCharacteristic c has Indicate enabled, it is only visible from BluetoothCharacteristicWindows.propertiesBLE:

(c as BluetoothCharacteristicWindows).propertiesWinBle.indicate != c.properties.indicate
(c as BluetoothCharacteristicWindows).propertiesWinBle.indicate == true
c.properties.indicate == false
