The define.json does not have the dictionaries in it, not even a PLACEHOLDER. Since the entire dictionary is not represented, it's unlikely that PLACEHOLDER will provide a satisfactory resolution. We will need to decide if the dictionaries should be in DDS (seems reasonable), or if dictionaries are always a study-specific setting loaded with the gap metadata.
