Rule Type: Variable Metadata Check against Define XML and Library Metadata
Note: I created a test rule CG0999 (test rule as part of rules like SDTMIG CG0011, SEND49 and many others).
I reviewed with @gerrycampion earlier. I'll add more to the ticket if needed.
