This is the USDM fix.
USDM data does have an issue where 1/4 of the results are the old report template from before 2/6/2026 when we changed it (see: cdisc-org/cdisc-rules-engine#1551)
this is a list of the rules who's sharepoint data is after the report overhaul in february:
stale_USDM_rules.txt
The 'path' variable is blank because of this.
