go-scm onboarding to the CDF

go-scm is a package scm that provides a unified interface to multiple source code management systems including GitHub, GitHub Enterprise, Bitbucket, Bitbucket Server, Gitee, Gitea and Gogs.

We have a fork in Jenkins X, so onboarding to the CDF would likely be a merger of two forks

As we discussed yesterday, @ankitm123 , would be wonderful to have a joint statement from Drone and Jenkins X leadership on why this is a good idea including both technical and community benefits. Setting direction by the core maintainers will help CDF provide all the help (and then some!) that go-scm needs.
