[FEATURE] Add `RPC_URL` and `ADMIN_RPC_URL` and `BASIC_AUTH` flags to CLI

Describe the feature you'd like

The command line interface utilizes the config.json for the rpc / admin rpc url.

Also, there's no place for the user to enter basic_auth credentials

Motivation

1. Sometimes the user doesn't want to change their config simply to hit a different endpoint.
2. Users need basic auth to hit the default config in canopy/deployments repositor
