1. Executive Summary

This report documents a Proof of Concept (POC) exploring the transition from legacy JNI "glue" code to the modern Foreign Function & Memory (FFM) API. The POC demonstrates that migration to the FFM API is technically feasible, provides a significant reduction in maintenance surface, and aligns with modern Java best practices. Testing was conducted across macOS (Apple Silicon) and Ubuntu Pro (FIPS-enabled) to ensure cross-platform viability.

2. Phase 1: Initial Exploration (macOS M2 & Java 21)

Environment: macOS Sonoma, M2 Apple Silicon, JDK 21 (Preview).

Technical Hurdles:

• Architecture Mismatch: Resolved Bad CPU type errors by utilizing native aarch64 jextract.
• Security Blocks: Cleared macOS Gatekeeper flags on native jextract components using xattr -dr com.apple.quarantine.

3. Phase 2: Ubuntu Pro FIPS Integration (Java 21)

Environment: Ubuntu 22.04 LTS, Ubuntu Pro (FIPS Enabled), JDK 21.

Technical Hurdles:

• Library Linking: Resolved UnsatisfiedLinkError by switching to short-name linking (-l crypto) and ensuring libssl-dev headers were present.
• Header Management: Created a unified bridge.h to allow jextract to generate bindings for evp.h, provider.h, and err.h in a single pass.

4. Phase 4: FIPS Compliance & Enforcement (Java 22 Stable)

Environment: Ubuntu 22.04, JDK 22 (Amazon Corretto).

The POC was migrated to Java 22 (JEP 454) to utilize the stable FFM API. The implementation was tested specifically for FIPS enforcement rather than just provider loading.

Compliance Logic Implemented:

1. Enforcement: Utilized EVP_set_default_properties(NULL, "fips=yes").
2. Negative Testing: Attempted to fetch MD5 (Forbidden in FIPS mode). Verified it returned NULL.
3. Error Retrieval: Integrated ERR_error_string to fetch native OpenSSL error messages directly into Java exceptions.
4. Idiomatic Checks: Utilized .address() == 0 for high-performance NULL pointer validation.

5. Performance Benchmarking

Goal: Compare FFM overhead against standard Java JCA.

Optimization Strategy:

Reused EVP_MD_CTX across iterations using EVP_DigestInit_ex to minimize native memory allocation overhead.

6. Architectural Impact

The transition to FFM offers several strategic advantages for the project:

• Elimination of C Glue Code: Removes the need for the src/main/native C layer.
• Build Simplification: Eliminates the requirement for a C compiler/linker in the Java build pipeline for the glue layer.
• Security Surface Reduction: Reduces potential memory-safety risks associated with manual JNI pointer handling.
• Pure Java Bindings: Uses jextract-generated bindings that are easier to audit and maintain.

7. Future Considerations & Discussion

As we move toward a full refactor of the library, the following areas are invited for discussion:

• Java Version Policy: While this POC targets the stable API in Java 22, the implementation can be adapted for Java 21 (LTS) if preview features are acceptable.
• Binding Strategy: Discussion is needed on whether to commit generated sources or integrate jextract into the Maven lifecycle for build-time generation.
• Compatibility: Strategy for maintaining a dual-mode (JNI/FFM) provider during the transition period.
• Transition Strategy: Should the project fully replace JNI, or temporarily support dual-mode (JNI + FFM)?

8. Conclusion

The POC demonstrates that the FFM API is a viable, high-performance, and safer replacement for JNI in the openssl-fips-java project. Further discussion is invited regarding the integration strategy and compatibility requirements.

It validates:

• Cross-platform functionality
• Correct FIPS policy enforcement
• Stable operation on Java 22 (FFM GA)
• Acceptable performance characteristics
• Reduced architectural complexity

Further discussion is welcomed regarding integration strategy, version policy, and migration planning.
