As an admin, I want to be able to assign users CIDR to easily manage large sacales of IPs. But Maybe I want to exclude some IPs for several reasons. Therefor, we need an exclusion mechanism for CIDRs . This needs to be also regarded when:
- delegating IPs from user a to b
- removing IPs from a user
- sending notification mails for reports
In the frontend, this should be reflected by an information symbol on the badges of the CIDRs that are restricted (if they are restricted). Hovering over these should reveal the exlcuded IPs.
