Fix link inside collapsible card on Transfer Learning page

On the Transfer Learning page (transfer_learning.html, lines 132-134), the "here" link inside the Machine Learning Research card is non-functional because it's nested within a element that has data-bs-toggle="collapse". When users click the link to view projects, it triggers the button's collapse action instead of navigating to /projects/.
