Additional Context
Troubleshooting Already Completed (Ruled Out):
Not a Windows Policy issue: chrome://policy is completely empty (No ExtensionInstallBlocklist or ExtensionInstallForcelist active).
Not an Antivirus issue: Windows Defender exclusions are added for the BrowserOS AppData folder. HitmanPro / 3rd party AV is not installed.
Not a Corrupted Profile: Wiped Secure Preferences, Preferences, and the PreferenceMACs registry keys, but the issue persists.
Workaround: Launching via shortcut with --load-extension works, but the native auto-install is being wiped by Chromium's internal startup/anti-tamper checks.
