We really need to be able to create puzzles from the client, by entering them.

Simplest way to do this would be simply to offer a "blank" puzzle page, where the user would assign the initial values himself. This could be done without saving the puzzle, by having a special pre-defined "Blank" puzzle for each user. Reset on that puzzle would make it blank again. Not a great UI, but better than nothing until we have puzzle saving set up.

Moving this to 1.1 because we're about to have multiple saved puzzle states and that's going to be the 1.0 feature.
