Service starts with error in Event Viewer #10

Hi, I'm aware this fork hasn't been worked on for years now. Hoping that somebody is still somewhat active and can help me out. I'm trying to use the haveibeenpwned API with this service. I have modified the config and changed the APIEnabled value to "True". BUt when starting the service it will generate an error regarding binding to the local port. I checked the code and found it attempts to bind to port 5999. I ran netstat to be sure, and I was in fact not running anything on that port. I also opened the firewall to allow the port.
