Error with command: python leadmanager/manage.py runserver

No module named manage.py
error is telling me to try manage. I tried manage but still no module named manage.
Note that for the command to work I use: py -m leadmanager/manage.py runserver
I am using python 3. Thanks.

cd into the folder with manage.py, you can find it in the directory
