Database table creation during deployment

Hi,

At what stage do the database tables get created in the deployment process? I am attempting to deploy the EHR edition of the deployment steps listed in this doc:

I am at the point where we import sample data, but I noticed that the databases in the db server do not have any tables created in the database.
