Master staff/Res life can't submit points

This is really more of a procedural thing but I think master staff and res life (e.g. today and tomorrow Katie and Hayley) should be able to submit points, since they know Slivkans well. Maybe we should make a database of MS/RL that contain their names and emails, and allow them to submit points.
