P3698 Cross-capacity comparisons for inplace_vector

On Tuesday 2025-06-03 LEWG will see this paper. This looks like really a design bug that will likely be approved. Someone could implement and write unit tests based on the wording. It's a rather minor change so likely a good first issue.
