Generate stable id's for places

Wikivoyage places do not have a stable id to be referenced by, which is bad for bookmarks - the closed are:

• index in site (might change often)
• coordinates (will probably never change)

for now coordinates are probably the best, but long term it would be good to figure out something reliable
